See FDR main entry. Roosevelt was the only president to serve more than two terms. The 22nd Amendment, ratified in 1951, ensured no president could serve more than two terms. FDRs New Deal created Social Security, the SEC, the FDIC, the Tennessee Valley Authority, and the Works Progress Administration. His court packing attempt in 1937, to add sympathetic justices to the Supreme Court, was a rare political defeat. FDRs relationship with Eleanor Roosevelt was both a political partnership and a personally complicated marriage.
