The twenty first President who surprised everyone by becoming a reformer. Arthur was a product of the spoils system, a political operative who was placed on the ticket to balance the ticket. But as president he signed the Pendleton Civil Service Act, which required government jobs to be awarded based on merit rather than political connections. This reform ended the spoils system that had created him. Arthur was a dandy known for his stylish clothes. His transformation from machine politician to reform president is one of the great surprises of American political history.
